James Rachlin

Jamie provides Cathedral Pines’ clients with project finance strategy, feasibility analysis, capital planning, budgeting and revenue forecasting.  He also helps clients with special projects such as debt restructuring, covenant violation analysis, and strategic positioning.

With a passion for helping his clients achieve their financial goals, Mr. Rachlin works with each of his clients to design tailored and executable financial strategies. He prioritizes clear communication and results, delivering to his clients the comprehensive range of services necessary to reduce the uncertainty inherent in complex financings.

His background in project finance extends to the start of his career.  Experience with non-recourse financing and public-private partnerships includes structuring complex project financings such as the SEMASS plant in Cape Cod, Massachusetts. Most recently, he worked as a bidding team advisor on the Indiana East End Ohio River Bridges project, and advisor to White Rock Pigments, developer of an innovative, ecologically superior, paint pigment manufacturing process to be funded in part with tax-exempt debt and state government subsidies. In each case, Jamie modeled the transactions and advised the client in the structuring of key contracts including guaranteed maximum construction contracts, offtake agreements, operating agreements, credit enhancement and debt structures.

In addition to being a Partner of Cathedral Pines Capital, Jamie founded Meristem Advisors in 2018, a municipal advisory firm registered with the Municipal Securities Regulation Board. Meristem serves a robust clientele of municipal clients with debt issuance, financial projections, budgeting and financial planning. Prior to forming Meristem Advisors, Jamie was a public finance banker for 25 years, most recently as a Managing Director at RBC Capital Markets. Previous to RBC, he was a Managing Director at BMO Capital Markets and was head of Public Finance in Chicago for Prudential Securities Incorporated. He also served as a financial advisor to developers in the alternative energy field structuring and financing projects with publicly and privately placed tax-exempt debt while working for The DJS Group.

Jamie is proud to serve on the Board of Openlands. He holds an M.B.A. in Finance from The Wharton School of the University of Pennsylvania, an M.S.E. in Civil Engineering from Princeton University and an A.B. in Computer Science from Brown University.
